入籍考试没通过会怎样？

If an alien fails any portion of the English test, the civics test, or all tests during the initial naturalization examination, USCIS reschedules the alien to appear for a second examination between 60 and 90 days after the initial examination. … The officer must only retest the alien in those areas that the alien previously failed. 举例：口语、朗读、公民题都过了，只有书写没过——第二次只考书写。

两次机会是怎么算的

官方说法是「两次机会」：初次面试和复审面试。无故缺席也算用掉一次。

Unless excused by USCIS, the alien's failure to appear at the re-examination for testing or to take the tests at an examination or hearing counts as a failed attempt to pass the test. 同上

被拒之后还能做什么

• 申请听证（Form N-336）——可以要求 USCIS 复审。听证时移民官必须重新考没过的那部分， 但只有一次机会
• 重新申请——重新提交 N-400，重新交费，重新排队
